EU Toughens Environmental Laws

The European Commission lowered the limit of allowable CO2 emissions by 7% for 10 EU countries.  The plan will limit CO2, which is considered a contributing factor in global climate change in an attempt to set an international standard on the path to meeting the Kyoto Protocol.
